The University Grants Committee was established in 1919 as an independent standing committee appointed by the Chancellor of the Exchequer, in order to advise on the application of grants to universities and to assist in the preparation and execution of university plans. Leeds Education Committee was formed as a result of A.J. Balfour's Education Act of 1902. The City of Leeds Training College for teachers was founded in 1907 and later in the twentieth century became part of the University of Leeds. The Leeds College of Art and Design was founded in 1846.
